BG responded that he thought thatit must have been true that in ancient times peoplehad been born with a sixth sense. The oneenabling individuals to have the abilityto recognize and the seize opportunities. Thoughfew of those individuals remain I think I am one ofthe fortunate few. He didn't mentioned the horrorsor the sacrifice of the 48' war. I believeMenachem Begin had it,as several years after thebitter 73' war he was able to make a daringpeace with Egypt. Als lzhak Rabin, who now 20yrsago, signed the Peace treaty with Jordan thoughin amidst a wave of terror. He faced huge internalrejection but it began the first baby steps towardsa settlement with the Palestinians. As we all knowhe was assassinated by a Jewish terrorist. Theseleaders all faced many risks, yet were able to seeHOUSE OVERSIGHT 032162and seize an opportunity. Statesmanship andleadership..During the last three years we have been livingthrough a geo political earthquake. The worldorder, which existed since the demise of theOttoman Empire, is collapsing. The Arab Springappears to have turned into an Islamist Winter.Borders are erased. Old tribal and sectariandisputes have awakened. In perfect storm likefashion Israel now finds itself surrounded byclashes of civilizations, in addition to the Islamconfrontation between fanatic terror and moderna,Suna and Shia, the legacy threats: Iran, Assad inSyria, Hezbullah in Lebanon,Hamas in Gaza areall still active and worrying.we have to be alert and ready to strongly respondto any threat to our security..But I believe new opportunities are there for thetaking. This opportunity, which might not occuragain for generations ,is the potential to reshapeour relationships with the Arab Moderates basedon our common concerns. Extremism, Terror andIran. This could open the gate to a more peacefulMiddle East based on cooperation and synergiesHOUSE OVERSIGHT 032163rather than blood and revenge. However thers is,in my opnion n o way to achieve but to moveforward with the PalestiniansA precondition to seize such an opportunity is amighty, sober, self confident Israel, in strongalliance with the US. An Israel which can deter ordefeat any combination of regional powers, yet, anIsrael who is ready to contemplate and consider amodified Saudi or Arab League Plan as a basis fornegotiations. The unique relationship we have developed withthe US over the last 45yrs based on commonvalues ,mutual respect and shared interests is acornerstone of our strength, world posture andour future. It is also a crucial building block of anyregional peace and cooperation strategy.AllowingIL/US relations to remain damaged, I believe is agrave mistake with potentially far reachingconsequences. As the Minister of Defense of Israel I've met morethan once with President Obama , as well as withPresident Bush before him„ reiterating with boththat the though the US is clearly our best friendHOUSE OVERSIGHT 032164and ally, Israel is a Sovereign state and when oursecurity and the future of Israel and the Jewishpeople are at stake we might need to taketough decisions on our own. We cannot and willnot, I added, delegate the responsibility for suchdecisions to even our best friends ,. We respectthe fact that we might have different views.American Presidents have always understood that. We also must have the same respect when theUS decides it is its interest to take decisions wemight not fully agree with.this relation is of course not fully symmetric. It isthe US which will provides Israel with the new F-35s and ensures the Qualitative Edge of the IDFvis a vis any combination of neighbors. It is theUS who significantly financed the Iron Dome,Arrow and David's Sling missile defense systems. It is the US that has commited to defend Israel inthe event of a missile attack from Iran.We should never forget it.The recent spurt of verbal exchanges is aworrying signal that something has gone wrong. ItHOUSE OVERSIGHT 032165needs corrrection.. Netanyahu is not a coward.I've seen him as a young special forcesofficer ,under my command, facing fire directly andtaking risks to his life. A very courageous soldier. That will never change. cheap words serve littlepurpose .The same applies to President Obamaand Secretary Kerry. they are not enemies ofIsrael. they are Good Friends. Kerry has exhibiteddecades long support for Israel. Since he becameSecretary of State he has invested his timeenergy and prestige trying to help Israel and thePalestinians to bridge disputes and reach abreakthrough. it was a noble effort whichshould justify thanks rather than accustations. Weare of course concerned by the lack of outcome ofthe P5+1 negotiations with Iran and we think thatthe chemical weapons removal from Syria couldhave been handled differently But PresidentObama strengthens the legacy of Presidentialsupport for Israel.. Israel has a vital interest inresuming the healthy trust, and mutual respectthat existed until recently.. I believe that the most profound internal debateinside Israel today is in regard to the relationshipHOUSE OVERSIGHT 032166between Israel's security needs and the viability ofthe "two states solution". We all agree that we areliving in a tough, merciless and highlyunpredictable neighborhood..So it is clear that oursecurity needs are of the highest priority and weshould build certain "safety margins" into anyfuture security planning. But the Israeli Right isgoing too far by arguing that the security needs ofIsrael renders any viable, demilitarizedindependent, Palestinian State - impossible. In other words, the " lesson" of recent yearsaccording to our Right is that Israel's Security andthe "two states solution" are incompatible. I believethis is a fallacious conclusion, driven by narrowpolitical interests.I've served a lifetime career, fighting anddefending my country's security. Most of the timein uniform. Based on this experience ,I confidentlyconclude, and it is a professional rather thanpolitical answer, that if and when a Palestiniandemilitarized independent State will be establishedside by side with Israel behind borders which willconsist of a solid Jewish majority for generationsto come and will include the major "SettlementHOUSE OVERSIGHT 032167Blocks" accompanied by mutually agreed swapsand an Israeli long term military presence alongthe River Jordan - the IDF and theSecurityServices will be capableof defending Israel. Moreover, I'm confident thatif we will bring together all former Israeli Chiefs ofStaff, all former Commanders of the CentralCommand( responsible for Judea and Samaria)and all former Heads of Intelligence ,SecServicesand Mossad, an extremely vast majority of themwill agree with me on this issue. True,it might taketime, frustrations and setbacks. It might have to gothrough prolonged periods of interimarrangements. but the IDF is much superior to anyconceivable rival and will be able to defend Israelunder all those circumstances.the Right argument is convoluted, the opposite istrue. The real big threat to the Zionist Project is notthe "two state solution" but rather the "one statesolution" which will lead inevitably to either a nonJewish or a non democratic, potentially everbleeding State. Still, this is the vision the Israeliextreme Right shares unknowingly with the HamasHOUSE OVERSIGHT 032168(and with all due differences with the lunatic, PostZionist fringes of the Israeli Left). In order to seize the opportunity for regional peaceand cooperation arrangements and in order toblock the deterioration towards "one state solution"action, tenacity and decisiveness will be essential.politics of survival, anxiety and pessimism will notdo.we are facing a moment of truth. a time for daringdecisions. The essence of Zionism, its raison d'êtrehad always been to take our fate in our hands.make decisions and follow them with actions, rather than being dragged by events and decisionsof others and paying the price for it.our legendary Foreign Minister Abba Ebanfamously said that the Palestinians had nevermissed an opportunity to miss an opportunity. Letsnot fall into the same trap.On Wed, Oct 29, 2014 at 7:12 PM, Nil Priell Barakherewith the Op Ed.
